A stolen phone was the subject of another crime in the capital’s Meanchey district on Saturday.

He offered to pay back the $23 at the shop, but the owner had already resold the phone.
Police mediation resulted in a subsquent settlement that saw the shopkeep pay him back for the hot phone.
